Not ready to pick 8 teams yet, but some to consider:
dP - always solid. Maybe this is their month since KMD is not playing.
StS - the new version looks pretty strong
Cry - had a great mAT last month
BadV - a good bet for top 8
rawr - too bad they can only play together about 3 times per month
yumy - playing less lately, but can be a factor if they have their core together
StP - looked good last night running 2 paras (one with Empathetic Removal)
be - can't forget Be Team

I have doubts over StS due to their 2nd war and mesmer, rest of the team is solid though.
BadV is getting a different runner of Fux i think, but should still be good.

StP - doing okay in this meta, adapting to a lot of the changes. Players are decent. I don't expect anything spectacular, but I don't expect a total failure.
be - so far they've been winning, but a lot of guilds have been testing new builds, so it's unsure as to how well they'll do in the monthly. Though, if they continue at this rate, they're sure to do well. Top 4, perhaps.
dP - they're always contention in top 8, and sometimes in top 4. They play a lot, though they don't have a vast option of builds, and their strategies are pretty limited.
StS - they've had trouble adapting to this meta, taking quite a few losses in the daily ATs. Fortunately for them, they'll most likely perform better in the mAT. They have a week left. It should be enough time.
yumy - they have a decent lineup. A couple good builds and decent experience in tournament play.
sKy - They run the meta and are okay at it. I don't expect spectacular wins, and they will likely be specced before they reach too high of a spot.
GeAr - decent players, build wars, good strategy. There's a good chance they'll be in top 8.
uP - their roster has changed significantly, though they have had a decent amount of time to prepare for this mAT. If Doji shakes the rust off fast enough, they may be able to snatch top 16 or top 8.
rawr - they don't have a perfect rawr build yet, so it's pretty difficult to say. Top 8 maybe
vK - I suppose it's pretty generous to put them in the top 16 - few (good) builds, at best a mediocre lineup, few tactics/adaptation strategies
AA - eh, they're always hanging around this spot.
VD - maybe again?
tO - probably.
BadV - haven't played a while, though they should still be expected to reach this.

StS or dP. StP might upset but I'm hoping for StS. Their old backline is still good, but without Aegis and running PnH they appeared to have trouble in a couple of matches.

Hex/pressure meta. Best hex pressure in the game? dP. Even if they do lack variety. So I would put them up there. StP also seems to have realized that if they play more and gather some build variety they have a shot at gold, so heres hoping they don't have a repeat of zomgbalancedhowdidwenotgettop16? like last time. StS seems pretty solid, and even more they seem like they can probably buildwars their way pretty high. The fact that the good americans (yumy, rawr, up) almost never get to fight eachother is going to cripple them come AT time. Rawr is (as usual) the only serious contender, and they don't have a rawrbuild anymore.

In no particular order:
dP - despite the maps, the meta is looking to be hexes, they are kind of good at that
BadV - good euros, regardless of meta
KK - they find a way to win
be - strong players, will probably play strong hexes too
Dirt - consistent performance, though this is the point where all the euros blend together for me
yumy - they'll run a strong build and catch people off guard
rawr - it's rawr, good players, but they lost the invincibility tag
GeAr - the rest of america is a joke, and we usually dont have trouble beating euros when I play
